Decarbonizing the Economy with a Carbon Divided:

The Energy Innovation and Carbon Dividend Act (HR 763) is a bi-partisan bill in congress designed to reduce our emissions 90% by 2050. It does this with a steadily increasing fee on carbon emissions, paid upstream when the fuel goes to market. The unique feature is that it returns the fee back to households as monthly dividend check. This protects the poor (2/3s of households come out ahead) and uses the power of the market to drastically reduce emissions across all sectors.
